Manchester City Council has retained its status as the worst in the region for complaints by drivers about potholes. Despite having the second highest spend on road repairs in Greater Manchester, after Stockport, it received 8,183 complaints during 2017/18 over the state of its roads, 2,309 more than the previous year.
